Beaches Energy Director Allen Putnam Elected Chair of Florida Municipal Power Agency Board

Beaches Energy Services is proud to share that Director Allen Putnam has been elected Chair of the Florida Municipal Power Agency (FMPA) Board of Directors for the 2026–2027 term.

Putnam was elected during FMPA's annual meeting in West Palm Beach, where managers and public officials from public power utilities across Florida selected the agency's leadership for the coming year.

This marks Putnam's second term as Chair of the FMPA Board of Directors and his seventh term serving as an elected officer. He previously served as Treasurer from 2019 to 2025 and currently serves on FMPA's Executive Committee.

In addition to leading the FMPA Board, Putnam was also re-elected to a third term as Chair of FMPA's Member Services Advisory Committee (MSAC). The committee advises the FMPA Board of Directors and the All-Requirements Project Executive Committee on programs and services that support FMPA's member utilities.

As Director of Beaches Energy, Putnam leads the utility's ongoing efforts to strengthen reliability through infrastructure improvements, preventative maintenance, and long-term planning. He joined Beaches Energy in 2010 with more than 25 years of experience in Florida public power. In addition to his leadership roles with FMPA, he serves as a board member and past president of the Florida Municipal Electric Association (FMEA).

In addition to Putnam's election as Chair, FMPA members elected:

• Robert Page, former Mayor of Green Cove Springs, as Vice Chair
• Lynne Tejeda, General Manager and CEO of Keys Energy Services, as Secretary
• Ed Liberty, Electric Utilities Director for the City of Lake Worth Beach, as Treasurer

The annual meeting also included elections for FMPA's Policy Makers Liaisons Committee (PMLC), which fosters communication between public officials and the agency. James Hilty Sr. of Ocala was elected Chair, and Robert Page was elected Vice Chair for the 2026–2027 term.

FMPA's Board of Directors makes policy decisions for the agency's power supply projects, with the exception of the All-Requirements Project. Each of FMPA's 32 voting members appoints one director to represent its utility on the Board. The FMPA Executive Committee also elected Javier Cisneros, Director of Utilities at Fort Pierce Utilities Authority, to serve as Chair for the 2025–2026 term, and Robert Page as Vice Chair.

FMPA's All-Requirements Project provides wholesale power to 13 Florida cities, including Jacksonville Beach.
